Goa first banned coal mining in 2012, after it came to public attention that the state government had permitted illegal mining to take place. While there was a partial lift in mining restrictions in 2014, the industry was once more banned in 2018, this time by the Indian Supreme Court. Nevertheless, Goa has historically been a shipping hub for the mining industry, and the presence of coal industry activity in the state is linked to other contentious projects, such as the planned port expansion at Mormugao. Opposition to coal mining in Goa has come from multiple directions.
